The immediate post-Six Day War period was a time of reflection on losses, learning the lessons of war and rebuilding for the future. For the IDF victory also brought a great dilemma. The capture of Sinai, the West Bank of the Jordan and the Golan Heights, gave them control of territory many sizes larger than the land mass of Israel. For an army used to mobile tactics, policing/garrison duties and static defence features were not part of IDF normal practices. They also lacked the manpower and resources to undertake these duties over such large areas. The IAF did have the bonus of increased airspace for its flying training, but securing land was never the objective of the Six Day War and Israel sought to enter negotiations with the Arab States to withdraw her forces in exchange for peace. In July 1967 the Arab Summit in Khartoum responded, "No peace with Israel, no recognition of Israel and no negotiations with Israel". By this time, the USSR had nearly made good all Egypts aircraft losses, with newer and more modern types and would soon re-equip all the other Arab States with the exception of Jordan.
